Organizational Background

Quadrangle NL is the only registered charity in Newfoundland and Labrador with the sole mandate to support the 2SLGBTQIA+ population of the province. Founded in 2015, we have been focused on providing services, supports, and advocacy across Newfoundland and Labrador for the past decade to support the queer and trans population.

To establish Newfoundland and Labrador as an inclusive, welcoming community regardless of race, ethnicity, age, gender, religion, sexual orientation, gender identity, gender expression, disability, economic status and other diverse backgrounds.

Our Mission

To create a physical space welcoming to all members of the 2SLGBTQIA+ community in Newfoundland and Labrador, which will house and offer services and programs designed to create social connections, provide resources, and advance all aspects of health and the quality of life for our community through inclusion and diversity, community development, collaboration, and recognition.

OUR THREE MANDATED PILLARS

  1. To address and prevent specific problems faced by the 2SLGBTQIA+ individuals by establishing and operating a community center with structured programs including social support groups, information programs on sexuality, peer counselling and mentoring as well as referral services based on their identified needs and goals.

  2. To advance education and raise awareness about specific problems faced by the community by providing education seminars for the public.

  3. To address 2SLGBTQIA+ individuals' unemployment by providing job skills training and employment assistance based on their identified needs.

Scope of Work and Project Needs

Quadrangle NL is seeking support with the review of our current financial policies and procedures; our budget and financial templates for projects and grant applications; compensation scales/salary bands for our current and future staff complement. 

Quadrangle NL is seeking proposals from qualified individuals and/or organizations to assist with the development and implementation of several financial and organizational policies and procedures.

We are specifically seeking support with the development and implementation of the following items:

1.        Budget and Proposal Templates.

2.        Internal Financial Policy and Practices.

3.        Compensation Scales for Staff and Management.

 

1.      Budget and Proposal Templates

We are seeking support with the creation and implementation of new templates to better view, manage, and analyze both the overall budget of the organization, and individual projects and activities within it.

This work would also include the creation of templates to streamline the current application process with a variety of different funders and partners.

2.      Internal Financial Policy and Practices

A full review of our current financial policies and practices, with a goal of identifying areas of improvement, and implementing new policies and guidelines to ensure a more efficient and sustainable approach to our bookkeeping, and reporting, processes.

3.      Compensation Scales for Staff and Management

A full review of the current compensation of all staff members and management, followed by the development of compensation scales/salary bands for all current (and potential future) roles inside Quadrangle NL.

Budget

The maximum amount allocated for this project is $15,000.00, in line with our funding agreement from the department of Women and Gender Equality, a part of the federal Government of Canada.

Applicants are asked to submit a budget within these limits and identify how the funds will be used to accomplish the project.

Requirements and Expectations

Successful applicants will be expected to adhere to Quadrangle NL’s values, our confidentiality policy, and to complete work in a timely and professional manner.

The incumbent will be expected to:

-              Provide a reasonable budget and timeline to Quadrangle NL that meets the listed goals and schedule of the project.

-              Maintain accurate transactions of all incurred expenses, and provide written reports to Quadrangle NL at regular intervals.

Further, the incumbent must:

-              Have a strong understanding of Non-Profit/Charity governance structure, and funding environment.

-              Have a strong understanding of MS Office, QuickBooks, and other accounting software.

-              Possess excellent communication skills, verbally and otherwise.

-              Possess demonstrable knowledge and understanding of the needs of the 2SLGBTQIA+ community in Newfoundland and Labrador.

We particularly invite members of the local 2SLBGTQIA+ community who feel they have the experience and background to apply.

Timeline

All activity in this project must be complete and reported on by March 31st, 2026. Applicants who can identify an earlier completion date are encouraged to highlight this in their submission.

Evaluation Criteria

All submissions will be evaluated by the Executive Committee of Quadrangle NL, which is comprised of the following roles:

-              Co-Chairs of the Board

-              Board Treasurer

-              Executive Director

Further, the following staff members of Quadrangle shall be consulted to ensure that the submission shall have the necessary impact:

-              Office Administrator

-              Community and Strategic Relations Coordinator

Evaluation Matrix:

All applicants will be scored out of a total of 100. Points shall be awarded to the score based on the following criteria:

1.        Scope of Work

a.        Value: 50pts

b.        Does applicant identify they can complete all required items in scope of work? (40pts) Are there any items omitted and why? Are there any items added and why? (10pts)

2.        Applicant

a.        Value: 30pts

b.        Is the applicant from Newfoundland and Labrador (10pts)? Does the individual/organization have a previous history of supporting the work of Quadrangle NL or the broader 2SLGBTQIA+ community (10pts)? Does the applicant meet all other obligations and requirements as listed in the RFP (10pts)?

3.        Project Timeline

a.        Value: 20pts

b.        Is the project able to be completed on time – or early? (10-20pts).

Submission Guidelines

Interested applicants are asked to submit their proposals as a PDF of no more than 8 pages in length.

Applicants can submit their proposal to bookkeeper@thequadnl.com, with the subject line “Proposal: Financial Policy RFP” no later than January 31st, at 11:59pm NST.

Late applications will not be accepted.
